I have just returned from a month in Brittany, I also travelled to Switzerland in April, during both of these trips through France I noticed an increase in the number of roadside signs warning of radar cameras, but the more noticable issue was that whenever I saw the warning there would be a camera within 800 yards, not sure if they are all active but the change in the driving of the locals seemed to indicate they were working on a regular basis.
Holland has bee a black area for high speed lovers for ages. Now the other EC countries are increaing the number or speed traps. Unfortunately it is very expensive to get caught in most EC countries. (The good thing of Holland is that for miner speeding, fines are not too expensive.
We frequently pick up signs of UK drivers that they are "above the law" and cannot be fined. I would not rely on this. (EC countries pass trough the fines, and being stopped on the road, a French copper will not agree on letting you go for free!)

I think the UK drivers you mention are reacting to the number of Continental drivers we see in the UK who piss past us on motorways often well in excess of 100 mph confident in the knowledge that even if they get stopped our police are powerless to fine them! Whilst for us UK drivers most (if not all) of mainland Europe police have the power to make us 'cough up' on the spot and in fact in France (the country you mention) UK drivers are considered 'fair game' by the police.
